The UK’s heat network sector is entering a significant period of change in 2026. From 27 January 2026, Ofgem became the regulator for heat networks in England, Scotland and Wales.
The new framework introduces consumer protections covering areas including billing, customer service, complaints, vulnerable consumers, security of supply and fair pricing.
This is particularly significant because heat networks have historically operated with considerably less consumer regulation than conventional gas and electricity markets.
The Government says the new protections are intended to help protect more than 500,000 heat network customers from unfair price increases and poor service.
For the industry, however, regulation is not simply about consumers. It also represents a sign that heat networks are becoming a more established component of the UK’s energy infrastructure.
Energy prices are putting the spotlight on heating costs
The debate around heat networks is also taking place against a difficult energy-price backdrop.
Recent concerns about international energy markets and continued pressure on household bills have highlighted the UK’s exposure to volatile fossil-fuel prices.
London’s Assembly has already raised concerns about the effect of rising energy costs on heat network customers and called for stronger price protections. Its June 2026 report specifically highlighted concerns for Londoners living in heat-network properties.
This illustrates an important point for the industry: building a heat network does not automatically guarantee cheap heating.
The ultimate cost to consumers depends on factors including the heat source, network efficiency, financing, operating costs, electricity and fuel prices, heat losses and how the network is managed.
